Ragos Flame Staff can be found in Sorrows Furnace (wich is north of War Camp Deldrimor), however if just getting werent hard enough you to have one of these quest for him to up:
-Noble Intentios;
-Noble Intentios Plan B;
-The Final Assault.
If youre realy lucky you'll be able to find in a room to the east between Marshall Whitman and the bridge.

and yes i think its the bosses location. Well ive been to SF bout 4 or 5 times and this map has been wrong with the boss location, i got a feeling its the posible location of the bosses.
